正在美國訪問的民進黨主席蔡英文投書《華爾街日報》，提出對外及對中國交往將採四管齊下的論述，3日引發國民黨副主席郝龍斌、立法院副院長洪秀柱同聲質疑。郝龍斌說，蔡英文光有空洞口號，沒有具體政策，所說的「維持現狀」到底是什麼現狀？希望她能清楚說明。

洪秀柱則反問，蔡要與中國大陸進行有原則性的合作，請問是什麼原則？請她說出來，否則說要四管齊下，「讓人覺得四大皆空，都是空泛的」。

3日國民黨中常會，安排陸委會副主委林祖嘉報告「大陸國台辦主任張志軍訪問金門情形」，由於黨主席朱立倫因出席新北市議會施政總質詢請假，由郝龍斌代班主持。郝質疑，蔡英文的說法，可看出民進黨對兩岸關係、外交政策的不確定性和不穩定性很高，沒辦法贏得民眾的信任支持，也無法解除各界疑慮。

他強調，兩岸事務首長互訪，若能制度化、正常化，對兩岸和平穩定有非常具體貢獻，除了可具體協商協議，也能督導落實協議內容，做出讓民眾有感的政績。而這也是對於兩岸關係國共化不實批評，最有力的駁斥。
